Study On The Governmental Responsibility Of Social Security System In Our Country

In modern social security system, the government is playing the extremely important role. The different social security pattern is attributed to the extent every government concerns. The social security system is an item of huge systems engineering. It relates to the national destiny, populace's blessing. Modern social security system responsibility main body includes government, enterprise, individual and folk organization and so on. The government resided in the dominant position throughout.A main idea in this thesis is that the function of government in social security is a variable, which has the different function mechanism in different times. The reason of western nation social security system reform was the government has undertaken excessively responsibilities. It has provided the beneficial experiences and lessons for us. However, present stage, our country is in the process of profound social reforming, social security system itself also in the newly-established stage. In social security system, government responsibility is both offside and vacancy. The Chinese government must strengthen the responsibility in the social security. It is worth of strengthening the responsibility in legal construction, financial fund, system innovation.Therefore, the government responsibility cannot withdraw.To optimize social security system needs to relocate the government's responsibility.Holding the government responsibility on the dominant position, we must take realize social justice as the goal.Implement the principle of parallel position of right and duty, which is necessary requirement to establish and optimize social security system, persisting humanism, constructing the harmonious society.The study is on the basis of the general theory of social security and government responsibilities, expounding on social security and government responsibilities indivisibility, exploreing several models of the world and its implication for us, analysing the current status of government responsibility and its influent factors, analysing the causes and necessity to strengthen the government's responsibility ,so as to promote a fair, rational values and ideals. Finally, proposed policy measures to resolve practical problems.
