The core philosophy of this system is to punish the bribers who satisfy certain criteria, restricting their civil qualification for business activities within specific markets during a certain period of time. It is relatively rare to apply broad qualification penalty upon the broader market players in the legislative and judicial practice in China.This system functions with regard to preventing crimes by taking advantage of duty, promoting a fair market and improving the administrative enforcement mechanism.
