Research On Streamline Administration Of Strong Town In Dongguan

Streamline administration of strong town reform is the latest practice of township governance. However, little research has been done on this topic. With the background "change the mode of economic development to promote upgrading of the industrial structure"in current, the economic of the strong town is developing rapidly as the regional economic and urbanization develops, but the right of social and economic management is still so limited, which affects the steady development of the township economic. Therefore,the reform is carried out. To find out the problems the reform faces and explore the strategies to reform is a valuable research subject of both practical and theoretical significance. This article studies on the practice of streamline administration of strong town reform in Dongguan, Guangdong through theoretical analysis, literature research, survey, comparative analysis, case study, including the case of Shilong and Tangxia Town in Dongguan.This article is divided into five parts: the theory of the reform on Streamline administration of strong town; an overview of the background, progress and effects when Dongguan implements the reform; an analysis on the existing problems and the causes of those problems during the reform in Dongguan. This article points out that the reform is influenced by the subjective understanding, interest and the defective systems and mechanisms. Lastly, part V proposes the suggestions on how to further the reform and points out the significance the reform brings as developing the township economy and building a service-oriented government.This study concludes that it is feasible for the streamline administration of strong town reform to comprehensively push forward around Guangdong province and the future direction of the reform is to build service-oriented government. From a new angle, this study focuses on the latest practice on the grass-rooted government's administration reform and explores the relationship between the streamline administration of strong town reform and the service-oriented government——the latter is the target of the former.
