Research On Deepening The Reform Of Streamlining Administration And Strengthening Town Power In Dongguan City

With the rapid rise of the economically strong town and economically developed town after the reform and opening up,the contradiction between the economic and social management authority of the town government and the flourishing economic and social development of the town is becoming increasingly prominent.In order to solve the problem of insufficient administrative power in towns,Many local governments have been exploring the administrative system reform of "streamlining administration and strengthening town power","strengthening town power and streamlining administration","expanding power and strengthening town power" and so on.Dongguan city is the forefront of Guangdong's reform,it was selected as a provincial pilot of "expanding power and strengthening town power reform" in 2009,and started the practice and exploration of the streamlining administration and strengthening town power reform.Studying on the reform of Dongguan,has a certain practical significance to deepen the reform and to reform other town governments to simplify administration and strengthen power.This thesis is based on the practice of "streamlining administration and strengthening town power reform" of Dongguan.By using the methods of literature analysis,investigation and case study,it makes a systematic study of the reform,expounds the course of the reform,analyzes the existing problems and causes,and explores the ways to solve the problems.The thesis is divided into seven parts.The first part is introduction.It mainly introduces the background and significance of this study,summarizes the research at home and abroad,and expounds the research contents,research methods and innovations.The second part is theoretical analysis.It clarifies the basic concept of"streamlining administration and strengthening town power",and expounds the three theoretical bases of flat management theory,intergovernmental decentralization theory and rule of law.The third part is reform process and effect analysis,summarizing the four stages of the reform and analyzing the effects.The forth part is the problem analysis.It analyzes the problems of legal obstacles,irregular decentralization,undertaking restriction,supervision and motivation not in place of the reform.The fifth part is the reason analysis.It analyzes the reasons in view of the existing problems.The sixth part is policy recommendations.Based on the problems and reasons in the reform,it puts forward policy suggestions such as strengthening the construction of the rule of law system related to the reform,delegating power scientifically and normatively,enhancing the ability to undertake of town governments,and strengthening the supervision and incentive policies after decentralization.The seventh part is conclusion and prospect.
