Since China's reforms and opening up to the outside world, some developed rural areas have witnessed fast urbanization with part of organic towns developed rapidly. In China, under the administrative standard system which determines economic and political resources allocation mechanism, a district's administrative rank has a great influence on local economy and society development. Due to the rigid constraints of administrative division, current management system cannot adapt to further development of economy and urbanization and press for transformation to city organizational management system. This thesis suggests that the establishment of a city through removing a town could be a reasonable way to resolve the problem that existing large towns are restricted by rigid division constraint in the process of development and provide more rational institutional arrangement for their development. Herein it first introduces the background and significance of the research, puts forward lines of thoughts based on relevant references while defining core concepts and interpreting related theories. Then the influence that the division constraints had on towns'development is discussed before abstracting the conceptualization of towns removed and established as cities whose functions and importance are also analyzed. Through a case study on Shishi City, the thesis concludes that the removal of a town and set up a city not only has great importance on the development of Shishi City but also gives good reference to other large-scale towns. At the end of the thesis, it points out and discusses some regime problems which might appear during the implementation of towns removed and established as cities in the hope of providing more sophisticated theory basis for the promotion of the towns established as cities.
