| As the increasing aggravation of the aging problem in China, especially to the elderly, the care needs and spiritual solace are becoming augmented day by day. Simultaneously, the increasingly weakened function of nursing of traditional family has contributed to the large demands of pension facilities. To my paper, by applying various research methods, such as field investigation, interviews and comparative analysis and statistical analysis, I analyze the demands and supplies of pension facilities in Zhe jiang Province and do the following research.Based on the generalization of the studies and practice experiences of pension facilities at home and abroad, this paper sets up an analytical framework to analyze the demands and supplies of pension facilities, as well as to the planning investigation. It includes the present analysis, factors which influencing the demands and supplies, needs analysis and planning strategy of facilities types, complement standard, spatial arrangement and the land implement. And then, taking Zhejiang province as an example, combined with four space dimensions (total-provincial, urban-rural, inter-district, and iner-city), this paper analyzes the demands and supplies of elderly facilities in the terms of its number and development, categorical structure, spatial distribution and use situation, and service standard.Aiming at the present contradictions of the demands and supplies of elderly facilities in Zhejiang Province, the paper attempts to forward some planning strategies for facilities balance from the macroscopic provincial level. Firstly, it is vital to take "continuous caring" as a belief to support the elderly and improve the type system of the elderly facilities. Then, based on the national standard and land constraints, it is indispensable to adjust the standard properly and establish a system which can conform to the actual situation of the standard of pension facilities in Zhejiang. What's more, according to the grade of different residential locations and future tendency of migration, it is advisable to take different strategies to optimize layout of facilities in different areas. Moreover, as the main point, there is a demand to carry out the special-planning of cities'or counties'elderly facilities, which can secure the supply of lands by taking the measures of "new-build, reconstruct, tap the latent of actuality and grafting". Lastly, to create moderate market spaces for facilities building, there is a need to straighten out the policies for financial plunge, land supply and investment operation. |
