China is undergoing a period of economic and social transition, facing the double task of developing economy and protecting people's livelihood. In this historical period, China takes the opportunity of building a moderately prosperous society and determines to establish a social security system which covers both urban and rural residents, in order to meet the requirements of the future and internationalism. Endowment insurance system is the core of social security system. A nation's sound and sustainable development of social security system often depends on its sound and sustainable development of endowment insurance system.China's current development of endowment insurance system is highly unbalanced, with its coverage too narrow and its level too low. Urban and rural endowment insurance system separate from each other and the overall and co-ordinated operating mechanism has not formed yet. As a result, Chinese rural residents are seriously deficient of endowment insurance and the gap between urban and rural residents is too wide, leading to serious social injustice that affect social harmony and stability. Therefore, the target of China's endowment insurance system is to start with the establishment of old age allowance system, old-age insurance system for urban workers and new rural old-age insurance system, and finally build a Chinese-featured, welfare-based old-age security system step by step, shared by all the people. In order to achieve this target, three development stages, i.e. setting development, integration development, unified development, and a fair, moderate, inclusive and sustainable development path are indispensible.This thesis is based on the relevant theories of China's construction of endowment insurance system, covering both urban and rural areas. Starting from the demographic, economic and social security index of old-age security system, this thesis analyzes the old allowance system, old-age insurance system for urban workers and supply and demand conditions of new rural old-age insurance system. It also studies the situation, feasibility, methods and countermeasures of supply and demand balance of China's urban and rural old-age security, then come to a conclusion.And proposing countermeasures about promoting balance between suppy and demand of endowment insurance system. This thesis is divided into four chapters:Chapterâ… :Start with the definitions and theoretical review of urban and rural endowment insurance and relavent terms. It proposes the theory that endowment insurance system meets the need of survival and labor equity, overall and coordinated development theory, proper development theory and gradient docking theory, providing a theoretical basis and guidance for further study.Chapterâ…¡:Analysis of supply and demand of endowment insurance system, including the basic conditions and assumptions of old-age security covering both urban and rural residents, analysis of supply and demand of old age allowance system, old-age insurance system for urban workers and new rural old-age insurance system.Chapterâ…¢:Based on the analysis of old-aged insurance in chapterâ…¡, Analysis of situation and feasibility of supply and demand balance of endowment insurance system, including supply and demand trends and characteristics of funds, conditions, feasibility analysis. And summarized financial supply "humped"changes law in pension system.Chapterâ…£:Basic countermeasures of covering both urban and rural residents in endowment insurance system, including expanding the coverage of old-age security system, promoting the fund balancing, improving the overall planning and docking mechanism of endowment insurance system in urban and rural areas and establishing a responsibility assigning mechanism.
