The Research On Assistance And Management Of Professional Beggars

In recent years, increasing number of professional beggars, diversification of begging way, and increase in violations, accompanied by the tendency of organizations, seriously affect the social order and the urban environment. And professional beggars are excluded from the existing assistance management system, so the system both can not really help those in need, can not bind and manage professional beggars.Thesis describes, on the base of interviews and field research, analyze the characteristics, begging reasons and needs of professional beggars, and point out the problems in assistance management policies, measures and subjects of assistance. The author believes that professional beggars should be the object of assistance management system, and social assistance of professional beggars should be long-lasting rather than temporary. In the last part, the study points out those problems can be solved by the following measures:enrich the contents of social assistance to meet the needs of professional beggars, especially in employment assistance; lead social organizations and public to participate in social assistance, which will promote the development of professional assistance; improve assistance management system by managing professional beggars by category and restricting the behaviors of professional beggars.
