Analysis About The Revolution Of The Township Government's Accountbility During The Construnction Of The New Rural

"The revolution of the township government's accountability"is one of a crucial problem that has been paid many attention to during the new rural construction by the party and state , but it's also one of the difficulties in socialist construction. On the one hand, the township government reform and new rural construction are in closely relations: the township government play an essential role in our new rural construction for it can give coordination and guidance . During the construction of the new countryside ,the township government must keep pace with development, deepen its reform, update its function and manage to build a powerful township government to ensure that rural economic and social development . Conversely,if we develop the new rural construction steadily ,it will provide solid material and ideological bases for the transformation of township government functions .So discussing and studying how to complete the transformation of the township government function during the new socialist countryside' s construction has an dual significance.It will accelerate the process of setting up high efficiency township government and the construction of new countryside .This paper is divided into five chapters.Firstly,it introduced the township government's function and new rural construction in new era simply and systematically . Then,it analysed mutual promoting relation between the connotation of the government function change and the new rural construction .Through summary experiences of some existing cases about township government functions transformation,and a deep study and analysis of some real survey data ,it put forward some problems that exit in new countryside construction and township government function change .Combined with SWOT analysis method, this paper putted a proposal that including some feasible measurement in policy and legislation aspects .
