Analysis Of Township Government’s Functional Transformation In The New Rural Community Construction

In recent years, with the prosperous and stable development of rural economy of our country, the gap between uneven development of urban-rural and unmet growing material-cultural demands of majority of farmers, has become a prominent problem restricting China’s urban-rural development. In order to break down the urban-rural dual structure, and realize public service equalization. Based on the new rural community construction as the breakthrough point, building a new rural management mode, which is "cooperation" funded by the government, community service organizations, and villagers’ autonomy. The township government is the most grass-roots level in China’s administrative system, directly facing the rural areas and servicing farmers, is also the bridge to link the party and the country with farmers,its functions effectively is directly related to the economic and social harmony and stability in rural areas. China’s rural reform of a new round of the township government must adapt to the requirements of the background of the new socialist countryside, fundamentally transform government functions, and build farmers’ public service demands as the guidance of the service-oriented government. Take the "new rural community" as the basic link of national and social management, constructs the win-win model of the new space and the new socialist countryside.The government should focus on social management and public service functions,change the heavy "controls", light "service" governing idea, and build a service-oriented government to farmers’ public service demand.In this paper, taking Tiegeng village’s new rural community construction of Fuyang town of Hezhou city as an example, explains the current function transformation of the township government, which has an important effect on the construction of new rural communities. This paper includes five main points.First, the township government as a grass-roots organization, is necessary to the supervision and leadership functions throughout the process of community construction; second, the township government must always safeguard the interests of farmers to implement the "concentric circles" management mode as the core; third, the township government must change the administrative functions, make sure the policy and finance for rural community public services and social security support system; fourth, the rural community management and community affairs should be led by the villagers; fifth, community management continued "villager autonomy" mode of management, base on the administration of township government for assistance, who can effectively resolve the internal conflicts in rural communities to enhance rural community attachment.In this view, article analyses disadvantageous factors between China’s current government functions and new ruralconstruction, and put forward that the township government must transform the function types.On the conclusion and the case, the article analyses types of new rural community construction in our country and the township government function transformation selection in detail.According to the Tiegeng village’s new rural community construction experience, trying to find out the problems of the current township government to fulfill the functions and analyses them so as to the Guangxi other grass-roots governments on carrying out the new rural community construction, putting forward some practicable countermeasures and suggestions...
