Research On The Functional Transformation Of Township Governments In The New Rural Construction

China is a country which relatively large population of farmers,rural development lags behind,the gap between rural and urban areas is more obvious,the problem of agriculture,rural and rural areas affect the overall economic and social development of our country.In order to solve the problem of agriculture,rural and rural areas,let the majority of farmers to share the results of reform and opening up and build a harmonious society,the central government put forward the new rural construction of this important strategic decision.As the most basic administrative organ,the township government which in the front line of the new rural construction is the link and bridge between the state and the government and the vast rural population,it plays an irreplaceable role in the new rural construction of the whole country,the township government functions related to the sustainable development of rural economy and society.Since the new century,with the increasing efforts of the country to solve the problem of agriculture,rural and rural areas,the rural economy has developed rapidly,farmers living standards have been improved.However,there are some factors restricting the development of rural economy and affecting the stability of rural society.there are many problems to be solved in the process of new rural construction.There are problems of “vacancy,offside and dislocation” in the performance of township government functions.Therefore,in order to provide better organizational security for the new rural construction and speed up the pace of new rural construction,the township government must carry out the function transformation.This paper mainly uses the methods of literature research and case analysis,starting from the theory of the functions of the township government in building a new socialist countryside,analyzes the requirements of the new rural construction on the township government in the aspects of rural economic development,public service construction,grass-roots democracy construction,etc.,discusses the problems of the township government in the function orientation,rural power integration,government behavior and other aspects,and from the system mechanism,financial and administrative powers,the quality of the township government servants and other aspects to explore the causes.On this basis,the key point of the transformation of township government functions is to clarify the role of township government positioning,strengthen the township government financial resources and public service ability,improve the assessment mechanism of villages and towns.
