The Researches On System Design Of The Citizen Participation In Charity Management

Full of humanity and morality, traditional charity operating mode was not fit for the new proposition of charity. Charity which not only concerned about the fuzzy boundaries of responsibilities between the market and government, but also wondered on the verge of law and rationality, must change its management mode to a good governance to achieve the target of ideal order. With the louder public voice of civil rights and civil spirits and the development of civil organization, the charity management must be guided by the forces of rational, legal and order, to create mechanism for the citizen participation in charity management. Wenchuan earthquake was considered as the charity dividing crest between traditional and modern. With typical cases, this paper based on reality, referenced the logic methods and deduction processes of governance theory, to abandon the disordered management mode, to analysis the inevitability and indispensability of the citizen participation in charity management, to research the advantages and disadvantages of the current operation, to reach the goal of construction of the systems which fulfill of effective, reasonable, legitimate and orderly.
