The rapid development of the Internet has made a dramatic impact on citizen political participation. The Internet is providing a new environment, opening a new program, broadening the channels for citizen political participation. The Internet is exerting the autonomy and consciousness, increasing the political participation ability of citizens. The breadth and depth of citizen political participation have been further raised.Citizen e-participation is citizen activities attempting to influence government decision-making through the Internet. Because Citizen e-participation has such new features as it's direct, equality, anonymity, efficiency, community, It is attracting scholars' research interests and attention of growing numbers of subject areas. On the one hand, governance theory applying in the field of public administration has marked the administrative body diversity and the rise of citizen participation. Citizen e-participation is playing a unique role for the building of socialist political civilization, the building of service-oriented government, the development of harmonious society, the nurturing of civil society ; On the other hand, because of the Internet likes the double-edged sword, Citizen e-participation's exposed problems and limitations is bringing severe challenges for the orderly development of the socialist political participation. This paper will attempt to find out the way to solve the problems of Citizen e-participation, propose the model of multi-governance that civil society and the Internet Media co-operate and improve under the guidance of the government, and explore the way for Citizen e-participation's harmonious and orderly development based on the governance theory.The first part introduces the research background of this paper, the significance of choosing this topic, as well as the status quo of domestic and foreign research. The second part of paper firstly explains the concept of political participation, and defines the concept of Citizen e-participation, elaborates it's features; expounds the main elements of the governance theory, which is the theoretical foundation of Citizen e- participation. The third part describes the rising background of Citizen e-participation, makes analysis the reasons for the rise of Citizen e-participation, describes the form and approach of Citizen e-participation in detail, and points out the problems of Citizen e-participation specifically. The fourth part of the paper introduces foreign countrys'governance experiences such as the United States, Japan, Korea, Canada and other countries in order to inspire the way to solve problems of domestic Citizen e-participation. The fifth part explores ways to solve problems of Citizen e-participation program in e-government, the rule of law, public opinion on the Internet , citizens, technical and environmental aspects, specificly include the construction of government websites, opening decision-making mechanism, public opinion on the Internet's collection,feedback and guidance mechanism, Internet's legislation and supervise system, construction of Citizen Participant Political Culture, Construction the Cyber Ethic and Morality, Information Infrastructure, Internet Media's self-regulation.
