The Study On Constructing Service Oriented Government Under The View Of Democratic Administration

Service-oriented government is the overall trend of administrative reform of various countries at present. Since the seventies and eighties of the twentieth century, governments have attached great importance to the shaping and building of service-oriented government, and established it as the main goal and direction of government reform. China also attaches great importance to the construction of a service-oriented government, and collects the power of various aspects to establish a government that serves the people and the society. It requires the government to comply with the wishes of the people, to be open to public in working content and procedures, provide actively services and help to the development of individual and community in the way of fulfilling government functions, so as to promote the social stability and development. Democratic administration is the essential condition for citizens to participate in public and political life. Its main feature is the power is scattered and limited, through effective institutional arrangements to realize and protect the rights of the citizens, to ensure the administrative management mode that serves the citizens.Based on the analysis of the historical evolution of democratic administration, this paper defines the connotation of democratic administration, discusses in detail the internal demand and theoretical significance of democratic administration, and then prompts the significance of building service-oriented government under the view of democratic administration. After analyzing deeply the connotation and characteristics of service-oriented government, it is concluded that building a service-oriented government has its necessity. Then, combining with the investigation of the actual situation, the paper analyzes some shortcomings and existing problems in building service-oriented government, mainly the existence of official standard ideas, the lack of service consciousness, the lag of transformation of government function, the lack of related system of building service-oriented government and the imperfection of our country’s civil society system. At the same time, the paper digs deeper the path of building service-oriented government from the view of democratic administration, mainly improve administrative service consciousness, establish and perfect the administrative system, accelerate the transformation of government functions and develop the civil society, strengthen the civic political participation.
