In recent years, the phenomenon of workers'legitimate rights and interests receiving the violation occurs sometimes,and in some areas, particularly in industry and enterprise,the phenomenon is worse. The management of labors' relation appears the new question and the new situation exposed the "Labor law" of 1995's have many flaws in the labor relation's supervision and management.In such situation, our country released the "Work Law of contract" in 2008 From 1995's "Labor law" to 2008's "Work Law of contract", this was a top-down compulsory system vicissitude, because system's vicissitude definitely will cause the benefit division again between the related benefit community, therefore, the work system's transformation will bring the evolution of the labor benefit pattern surely. Moreover, the promulgation of "Work Law of contract" is experiencing the high speed develops to a new structural adjustment stage in our country economy, internationally, US dollar is just depreciating precisely, the financial crisis is quite stern continually and the cost of labor force rises unceasingly, in such domestic and international's background, the promulgation of "Work Law of contract" suffered the strong dispute.The main purpose of "Work Law of contract" is stabling the workers'supplies, enhancing the worker's wage income, and promoting the labor relationship's development. This article's research about the implementation effect is through these three aspects, so, this article inspect the implementation's effect of the law through the empirical research of tracking and contrasting. the second chapter examines the stability of workers'relationship through the labor force's crossing time elastic model; The third chapter examines the workers' wage through the wage income measurement model and the fluidity's transfer matrix, at last this article analyzes the worker's wages enhancing; The fourth chapter analyzes the process of the gambling theory about the"Work Law of contract", the legislative idea of "Work Law of contract" has been doomed that the benefit division between the enterprise and the worker is the result which the enterprises, the workers and the government's gambles anyway, in this gambling process, the government is the department of supervising, indirect influence the management of labor relationship, but the worker and the enterprise are major factors. Therefore, after the analyzing about the gambling process of the new labor,this article gives the empirical analysis about labour relationship's reshaping.The above findings showed that the new labor law's implementation made the supplies of the labor force more stable, raising the worker's wages, moreover, the research also discovered that under the "Work Law of contract" actuation, the enterprises-and the workers will build the labor relationships slowly again.This article was divided into five parts primarily:The first part is introductory remarks, after the summary analysis about" Work Law of contract"'s background and appeared questions, this article proposed research contents, and after that, the author make the brief outline about the domestic related research results in recent years, ultimately this article analysis this the innovations and deficiency.From the second part, this article begin to analyzes the actual effect of the "Work Law of contract". The second part analyzed the actual effects that "Work Law of contract" affects the labor force supplies, studied the elastic change of labor force supplies through the endogenous labor force supplies' cross time model, compared the labor force elastic size cross time with new labor law's implementation, at last analyzed whether the workers'supplie be more stable.The third part is the actual effect analysis that "Work Law of contract" affects the wage income. First, in this part, this article used the kneading board data model and the quantile regression model to analysis the wage income on the qualitative, discussed the different influences about each factor to the income, the result of model demonstrated that after new labor law implementation, worker's wage income changes remarkable; Then, using the income transfer matrix, the author has carried on the quota explanation about the wage income's change, finally the result demonstrated that worker's wage income increased obviously. Thus it can be seen that, "Work Law of contract" enhanced worker's wage income truly, and there is a very big improvement on protecting worker's legitimate rights and interests.The fourth part is the actual effect analysis about "Work Law of contract" affecting the labor relationship. In this part, it carried on the theory analysis to the new labor law's implementation firstly, proposed that the implementation effect of "Work Law of contract" is a result of tripartite gambling, Its implementation effect's quality is decided by the tripartite gambling process, the strategy of each body adopts, as well as cost. Then, through questionnaire's form, after the implementation of "Work Law of contract", worker's training time and the number of population all be reduced. Finally there are the conclusions, the new labor law has truly had the influence to the labor relationship, and will urge the workers and enterprises builds the labor relationship at last.Last part is the article's conclusions and the policy suggestions. Through above analysis, the author has drawn such conclusion:"Work Law of contract" has achieved the anticipated goals basically, namely, stabilized the work relationship, enhanced worker's wage income, and urged the new labor relationship's establishment. But to achieves the anticipated effect, there also needs great efforts. Afterward, the author put forward several proposals from the worker, enterprise and government three aspects.
