Study On The Metropolis Government Functions On Developing Creative Industry In China

Construction of the Rule-of-law of Government is not a simple action, but a complicated project. At present, many conceptual errors and system defects still exist such as Legislative value bias,lack of capacity of government services, administrative enforcement of non-human problem persists; Failure to abide by strictly enforced, the phenomenon of impunity also occur; Executive power of government supervision and control is still not perfect; administrative staff lack of sense of law, human consciousness is not strong. Thus, the rule of law, of government and human-oriented must be closely integrated. What is the meaning of the concept of human-oriented perspective? This dissertation centers the discussion on why and how to construct the rule-of-law government, taking the important subject of current Chinese constitutional construction—the rule-of-law government as its topic, setting people oriented as the concept of value and the profound spirit of rule-of-law government. This article attempts to study the above issues, and divided into five parts.The first part, the paper analyzes the research background,significance. It discusses the general theories of the rule-of-law government and people oriented respectively, and then probe into several important problems of constructing the rule-of-law government.Chapter 2 is the argument on people oriented as the profound spirit of the rule of law government. Both from the theoretical and practical perspective, discus the rule of law of government's Insist on people oriented were the necessity and feasibility.of this conceptIt's necessary to explain the general theories to pure source of origin. In fact, people-oriented is a not only old but also new topic, and the thoughts of it emerged quite long ago both in China and the West.Chapter 3 is point out the situation of the construction of the rule of law in our country government in human-oriented view.Observe constructing the rule of law of the governmental processes lack of human spirit from five areas:Legislative value orientation, service capacity, government transparency, administrative enforcement of human nature and analyzes the reasons behind.Chapter 4 open a simple window, the author tries to analyze the characteristics of the Singapore model of government the rule of law and the practice of human spirit, so it can provide us the experience and inspiration of building of the rule of law.Chapter 5, the author mainly from balance, service, transparency, humanization and morality five Angle to build the basic framework of the rule of law and government. These five characteristics are not only the external appearance of the rule of law and government, but also one of the rules of law inherent requirement of the government.Conclusion summarizes main points and conclusions of this paper, and analyzed the deficiencies pointed out the contents of the future worthy of further study.
