Study On Chinese Government's Crisis Management Based On Public Crisis Perception

The resistance to crisis is one of government's important functions. As mankind enters the 21st century, a field of raging crisis taught us that government should be the ultimate bearer for crisis prevention and control, and that public awareness had an important influence on government crisis management. Hence, the public's prevention awareness & perception should be fully fostered under the leading role of government departments so as to cope with the crisis systematically and coordinately, which can be also interpreted as"fix it before it breaks".With a great theoretical implication and practical application value, this thesis discusses government crisis management in China from the perspective of public crisis perception. Firstly, it presents the basis of this topic, and theoretical overview including concept analysis on government crisis management and public crisis perception; secondly, related theories are put forward involving focusing events, phase analysis on crisis, and administrative function; thirdly, government crisis management is divided into"omen stage","attack stage","spread stage"and"recovery stage"according to Stequi's crisis phase theory. By analyzing the public's different roles at each phase, this paper defines role identities as"preventer","participant","rescuer"and"handler", and respectively points out its performance of standard, and analyzes the public's negative influence on government crisis management in china; fourthly, it concerns case study on harmonious social stage and disharmonious social stage through Weng'an incident , and issues on local government crisis management , and contrastive analysis on public awareness perception; lastly, based on the perspective of current public awareness perception in China, countermeasures are thus proposed to make references for government crisis management, including conception change in government crisis management, and guidance enhancement on crisis incidents by mass media.
