Relationship Between Public Crisis Of Government, The Media And The Public Interaction Between

This thesis is based on the Corporate Lifecycle Theory of Steven Fink, and consults the "Multiple Subjects Participated Theory" and "Public Crisis Management Theory", and takes two campus malignant events which happened in China and America as cases. We analyze the roles, reactions, behavior and the relationships of the government, media, and the mass in the four stages (potential stage, outburst stage, extensive stage and resolution stage) of the public crisis. Then we sum up the different stages of the best interaction model to solve the crisis.Firstly, we analyze the role definitions of the government, media, and the mass in the four stages of the public crisis. We suggest that in the potential stage, the government should be the maker of the early-warning mechanism; the media should be the propagandist of the early-warning mechanism and the forecaster of the potential crisis; the mass should be the learners and receivers of the early-warning mechanism. In the outburst stage and the extensive stage, the government should be the controller and manager of the public crisis; the media should be the communicator of the information, the hunter the truth, the supervisor of the government; the mass should be the participants and promoters. In the resolution stage, the government should be the dealer of the aftermath and perfect the early-warning mechanism; the media should be the tracking reporter and the collector of the public opinion; the mass should be judgers of the government and the media.Secondly, this thesis analyzes the role definitions and relationships of the government, the media, the mass in the public crisis in both of China and America based on the comparative analysis of the school shooting happened in Connecticut of America and the school attack happened in Henan province of China.Lastly, this thesis sums up the defects of the role definitions and relationships of the government, the media, the mass in the public crisis in China and also sums up the different stages of the best interaction model to solve the crisis.
