During the 30 years, the implementation of Grassroots Democratic Autonomy system has brought tremendous changes in Chinese rural areas and also has proved that the harmonious cooperation of "the two committees" is the key to the implementation of the system and the construction of new countryside. Currently, many scholars and experts are researching the relative topic, including how to deal with the contradictions of"the two committees"and coordinate the relationship between them, which are in order to ensure the stability and development in rural areas. To solve the problem of"The two committees"can not only enhance the Party's leadership at the grassroots level, but also it's the necessary conditions of the grassroots democracy development and socialist political civilization.The situation of Chinese rural areas is more complex, and level of education of farmers is not high, let alone the political participation, which bring lots of difficulties and uncertainty to"the two committees". There are a variety of forms about the relationship of"the two committees"because of the great differences among different areas and the individual characters and qualities. For example, it refers to mutual shirk type, the party on behalf of the politics type, the village committee-oriented, and democratic co-operation type, etc. The reasons for these are varied. According to the in-depth investigation and analyzing of rural data, this thesis shows the reasons include flaw in the system of"the two committees ", unclear powers and responsibilities of it, low quality of the members of it, lack of supervision for it, etc. the former researches about it has achieved many theoretical achievements, but the problems and contradictions between them are not solved well. In this paper, based on the rich theories, the author continues to explore this issue in the new content, new methods, and strive to put forward some practical suggestions from the perspective of building party.
