The practice of the villagers' autonomy, especially the direct election of the village committee, has brought about great changes with regard to people's thought and concept. Meanwhile, it's also a new challenge to the Party's style of leadership and action in the countryside. With the further development of the villagers' autonomy, the relationship between the rural "two committees" (the relationship between the village committee and the Party branch) gradually exposes a lot of new problems and contradictions in practice. Ascending to the historical skeleton of the relationship, analyzing the main causes of the contradictions between "the two committees" and searching after the means and countermeasures to smooth the relationship for the purpose of forming a kind of harmonious relationship are not only the realistic necessary to practice the villagers' autonomy, but also the inevitable demand for keeping the Party's leadership. The text tries to search after the relationship between the rural "two committees", putting its stress on dipping into the contradictions and problems. Overall, the relationship at present is considered to be better and the two committees can collaborate harmoniously on the whole. But it can not be denied that the contradictions and problems exist universally and in some rural districts they are more projecting, which is mainly shown by the following several aspects: the Party branch is in power by itself; the village committee undertakes the whole thing; the two committees have its own position and do everything according to its own will; the functions and powers of the two committees have not been divided definitely, which causes the village affairs to be dealt with in mixture and so on. The contradictions of the relationship have come into being for many causes, which include object and subject factors, inner and external ones. As far as "the two committees" is concerned, the principal aspect of contradiction lies in the Party branch and the minor one in the village committee. The contradictions existing between them have affected the construction of the rural elementary Party's organization and the healthy development of the villagers' autonomy, brought about an ill effect on the solidification of the Party's governance base and the improvement of the Party's governing capacity. They restricted the rural economic development and the whole advance of our modernization. Aimed at the contradictions andproblems ,they can be smoothed by the following approaches: Improve the pertinent systems of "the two committees" and innovate the working mechanism; Implement the function switch of the rural elementary Party's organization so as to strengthen the base of the legitimacy of the Party's leadership; Improve the leading style and the working methods in the elementary Party's organization in the countryside; The village committee has to master the right measures of developing the work of the villagers' autonomy; Try best to build a contingent of the high-caliber leading cadres for the rural "two committees". The text of the dissertation is divided into four chapters to make an elementary discussion about the relationship between "the two committees". Chapter one is about the historical background, which briefly retrospects the historical skeleton of the relationship and through the skeleton searches after the historical causes that have brought about the contradictions. Chapter two makes comments on the realistic state concerning the relationship. It assesses the present state objectly and points out the ill effects as the result of the problems existing in "the two committees". Chapter three analyses the causes of the contradictions and problems from four different angles: object and subject factors, inner and extenal ones. The countermeasures are put forward in Chapter four. According to the behaviors of the contradictions and the causes analysed above, several explorative countermeasures are suggested.
