The Election Issue Of The Two Village Committees In Ling Hai

At present,8 or 10 rounds of elections have been held in most provinces of our country.In the past two decades,our country's grass-roots democracy has been developing steadily and has made great progress.However,with the development of national economy,people's living standard and the continuous improvement of comprehensive quality,the general election work is covering a wide range and participants are in large number,and so the regional social and economic development is imbalance,which leads to all kinds of problems in the process of practice.Therefore there are still many details to be perfected in the process of government and grassroots democracy.The paper intends to provide some referential experience for the two village elections in Linghai and other counties.On the basis of the theory of public management and community management,this paper take the village two committees elections in Linghai in 2016 as an example to analyze the gain and loss of the township,two levels of government in the village two committees general election and summarizes problems of the village two committees election in Linghai according to the results of the questionnaire and interview at expiration of office terms work,including organizing elections election work,to find out that interference factors still exist and that unfair competition is difficult to put an end to.To solve these problems,this paper analysed the reasons of its formation,including the efforts in publicity and training,farmers democracy consciousness is not strong enough,guidance,and imperfect supervision does not reach the designated position,safeguard measures.Put forward the corresponding countermeasures and Suggestions such as strengthening leadership and carry out the responsibility,intensify propaganda guidance,strengthen the business training,improve the system of related regulations,etc.In particular,we proposed that we should build a multi-sectoral mechanism for the general election,and set up a new information sharing platform for the general election.It is concluded that to encourage the innovation of electoral system in the framework of existing laws and regulations is the fundamental way to solve the problem of the present election of the two committees in the village.
