Whether the social stability or not, is great to a country, a region, and even the whole world's flourishing and development. Recently, the public crisis has been broken out frequently in the world-wide range, and it seems endlessly. It threatens the government governance capability, and maybe seriously influences the challenge our social order and sustained economic development. But a quick, unobstructed public crisis warning mechanism can effectively restrain and eliminate the factor which can cause crisis. Anything else, it can kill the crisis in the bud. Only in this way, it will reduce unnecessary loss caused by the crisis. Once the crisis breaks out, the government can take measures according to the plan which has been designed before the crisis. Through such, we can maintain the social order, safeguard the people's interests, promote the economic and the social comprehensive, coordinated the sustainable development.Other than preface, the paper consists of four parts. In the preface part, it introduces the topic of this article background, research significance. It analyzes the government responsibility in public crisis pre-warning mechanism, and points out the research method and innovative points.In the first chapter, the paper defines some basic concepts such as the crisis, the Crisis Early Warning. Go extra miles, it make the research category, the relation between the government responsibility and the public warning mechanism, clearly.The second chapter analyzes some problems in the Chinese public warning mechanism, such as imperfect legal protection system, lack of the professional monitoring institutions, participation insufficient of the non-government, lack of the Crisis Consciousness. On the basis of the theoretical analysis, it points out the deep reasons behind these problems. Such as the lack of awareness of crisis pre-warning, the imperfect of the crisis management system, without a crisis monitoring agencies, lack of coordination between departments, and so on.The third chapter introduces The United States and Japan's successful experiences in the crisis warning. Through comparison with these two countries, it comes to some conclusions: such as make full use of modern information means to establish efficient early warning information release and transmission mechanism, formulate complete crisis response plan, etc. Expecting that it can give us some valuable experiences.The fourth chapter is the core parts in the paper, this chapter discusses our government's responsibilities in the public crisis warning: enhancing the crisis consciousness, setting up a professional crisis monitoring institutions, strengthening the cooperation of the government and the civil society, etc.Finally, the paper gives a conclusion.The paper mainly uses the literature research and the comparison analysis. By the method combining studies and examples, this paper tries to make the argument more convincing.The innovation of the paper lies in the perspective—from the government responsibility to study the public crisis warning mechanism. The paper starting from some basic concepts, then analyzing the problem, proposed the responsibility of the government should be in the crisis warning system, put forward some operational suggestions in practice.
