Preparedness ensures success, while unpreparedness spells failure, which works forgovernment management, especially for the current China, facing the so-called "LatinAmerican trap” in a period of multiple contradictions for social development, under thebackground of entering the crucial and complex period of reform and opening up policy.The sudden public crisis events become more challenging for the government’s rulingand the ability to resist risks, in case of endless stream of all kinds of social problemsand continuously uprising level of social risk,. Therefore, how the governmenteffectively address crisis management is becoming increasingly important.Crisis management includes three stages, early warning, response and recovery.With the gradual deepening of the understanding of the process of crisis management,the importance of crisis warning has become the consensus of scholars. Crisis warning,by the word of David Osborne and Ted Gabler, is to build a preventive government,using a small amount of money on prevention rather than spend a lot of money ontreatment. Starting with the public crisis management process, with stage of warning asthe focus of study and analyzing failure reasons for crisis warning, my article finallyputs forward the core issue of this study: the stimulus mechanism of early warning.Concretely, it can be divided into the following four parts:Part Ⅰ: Introduction. This part states the background, value and significance of theresearch. Based on widely absorbing domestic and foreign scholars research, aconclusion is drawn out that currently researches on early warning of crisis managementare rarely refined neither deepened, especially lacking conclusion on systematicresearch on problems of early warning stimulus mechanism, so I put this lessdeeply-studied issue by scholars as field and direction of this paper. Part Ⅱ: The basic elements and function analysis of stimulus mechanism of publiccrisis warning management. This section first defines the concept of public crisis, therelations between crisis management and early warning, focusing on the analysis of theimportant role of crisis warning in the entire process of crisis management.Continuously this part discusses some basic questions such as, what is stimulusmechanism. Which parts that stimulus mechanism includes? Warning power system isdivided into the power of endogenous and exogenous power both. This entophyticdivides the stimulus mechanism of early warning as endogenous stimulus andexogenous stimulus. Endogenous stimulus includes sustaining power of early warningresources, the dragging power of early warning system and the propelling power ofearly warning culture; Exogenous stimulus includes the public participation oppressionforce of early warning work, and binding force of laws and regulations. The relationshipof the various parts is unified, mutually inseparable.Part Ⅲ: Reasons and performances of failing stimulus mechanism of public crisisearly warning. From the performance of failing early warning system, there is a weakendogenous power, such as weak supports of early warning resources, lacking draggingpower of early warning system and propelling power of early warning culture; Besides,there is also a scarce exogenous power, such as weak sense of crisis of citizens, the lackof participation stimulus, lower level of law ruling, unperfected legal system andinsufficient binding force of the law. Finally, from the aspect of stimulus mechanism,this article analyzes the reasons of the failure, which account to unsound guaranteemechanism on resources at starting stage of early warning, unscientific controlmechanism on power at the process stage of warning, imperfect feedback mechanism atthe summary stage of early warning.Part Ⅳ: Measures responding to failing stimulus mechanism of early warning inpublic crisis. This part is mainly based on the analysis in the third part of thephenomenon and the reasons, putting forward concrete measures from the aspect ofperfecting stimulus mechanism. First, it is to completely consolidate the guaranteesystem of stimulus mechanism, realizing by forming specialized agencies, increasingfinancial input, improving the information system and perfecting laws and regulations. Secondly, it is to strictly implement power control mechanism, realizing by rationalizethe division of responsibilities, implementing supervision and inspection, encouragingexcellence in competition and mobilizing public participation. Thirdly, it is to acceleratethe improvement of the stimulus feedback mechanism, realizing by optimizing theperformance appraisal, building the error correction mechanism and improving trainingmechanism.
