A Study On The Early Warning Mechanism Of The Government Crisis Management

At present, the international environment is increasingly complex, various public crises appear constantly. Especially in China, which is at the transitional period, profound changes are taking place in the political, economical and social fields. What's more, in the new century, all sorts of natural disasters, industry accidents happened frequently. As a result, the group crises which impact the public safe happened frequently. Therefore, the crises management and research has become a serious problem for the government. The construction of early-warning mechanism takes the priority in the whole process of the government management. Sudden major events occurred frequently makes it necessary for the government to establish an efficient and feasible crisis management warning mechanism. So as to make crisis advance warning, course control and after process improvement and summarized effectively.The paper tries to make a systematic comb for the construction of the early-warning mechanism of the government management with a start from the basic concepts of crisis management and early-warning mechanism. On the basis of studying the framework of the government crisis management and the construction of the early-warning mechanism, the paper makes a detailed analysis on the current problem of the construction of the early-warning mechanism of the government crisis management.meanwhile from the foreign experience in the construction of early-warning mechanism, the paper finally proposes some ideas to improve the operation process of early-warning mechanism of the government crisis management. This paper can be divided into five parts. The first chapter is the preface which introduces the research background, theoretical significance as well as the research situation at home and abroad of the early warning mechanism in crisis management of the government. The second chapter made a comb research in the theoretical basis of the early warning mechanism in crisis management of the government, and made a detailed explaining of the composition and constructing of the early warning mechanism in crisis management of the government. The third chapter analyzed the current situation of the early warning mechanism in crisis management of the government. The fourth chapter learned from American experience of the early warning mechanism comes to help to improve our early-warning mechanism of the government crisis management. The last chapter put forward some ideas and suggestions to strengthen our ability in constructing the early-warning mechanism of the government crisis management.
