Construction Of Government Emergency Platform

Emergency incidents have many unique emergencies has many features such as unpredictability, uncertainty, urgency and serious threatening, therefore it could disrupt public daily life and normal order of society, moreover, it could destruct on various level or even devastate the psychological, social, economic, political, and cultural field. Under the circumstances, it proposes a tough requirement to government emergency management. Furthermore, it is a well known fact that enormous emergencies in the fields of natural disaster, accidents, public health and social security, etc strike our state frequently. And the adverse consequences and influence of emergency incidents will be more serious considering the complex situation of our state including broad geographic region, enormous population, limited resources and regional development imbalance, etc. Thus, the public in earnest hoping government's strengthening it emergency work. As one of basic work of government emergency management, the construction of the government emergency platform is an important part of comprehensive national emergency mechanism. It integrates scientific management technology, the information technology and communication technology developed at a high speed and other public security technology, delicates providing powerful support for the emergency managers as necessary tools and means of emergency management. It has an essential significance to optimize the emergency management process, prevent and respond to emergencies effectively, control and reduce the hazard caused by emergencies, comprehensively enhance the government emergency management ability.Based on differentiating the related concept of government emergency platform and taking practical experience of foreign government emergency platform for reference, the paper analyzes the three construction elements of Chinese government emergency platform including emergency communication network, database and comprehensive application system, as well as proposes the corresponding solution countermeasures and suggestions in the light of the possible problems during construction process. This paper is divided into four parts includes the introduction: The first part introduces the topic, related research achievements, government construction practice, and ideas and methods of the paper; The second part analyzes the connotation, characteristic, elements and functions of emergency government. was analyzed the connotation and the characteristic, platform elements and functions; The third and the fourth part introduces the three elements of government emergency platform including the emergency communication network, database and comprehensive application system, respectively analyzes its constructing content arrangement, possible problems during the construction process, and puts forward countermeasures and suggestions to solve the problem.
