The information globalization has been the typical symbol.The norestriction of information must be the challenge and impact to the administrationmanagement in some aspects, such as the appearance of the network emergency.TheInternet provides a two-way information exchange platform for the public,but thenetwork emergency has happened frequently in recent years. the network emergencieshave gone through a process that from shallow to the deep, dispersed to theconcentrated, surface to the inner center, and from passive dissemination of the socialsituation to take the initiative to the process of the development of social injustice.Especially in recent years, the hot issues attract the public’s eyes a lot, leading to theoccurrence and development of network emergencies, such as transgress, education,appointment of leadership and the consumption of public affairs. The disseminationand misunderstand of information is easily to bring about the uncontrollable situationthat threaten the stability of society and become other political issues. Therefore theinvestment of network emergencies by the government emergency managementbecomes more and more important. In order to do a better job in the networkemergencies and guide the public effectively, the research on the occurrence anddevelopment of network emergencies should be done and will contribute a lot to theestablishment of harmonious network environment.This article described a lot about the network incidents, such the meanings,characteristics and the principles that government emergency management should befollowed when it happens and the current situation that the government emergencymanagement how to deal with the network incidents and problems exists in themanagement,also the reason for problems, theoretical assumptions and integrateanalysis on the major initiatives of the government emergency management arediscussed. several specific recommendations in line with our administrative andnetwork characteristics are put forward in three aspects such as government, themedia and the public.On the part of the Government,regulations of governmentemergency management in network emergencies should be work out. the governmentstrengthen organizational building and set up committee for network emergency.also,the disciplines of formation and evolution of network incidents should be mastered through the research on basic theory.Technology and innovation are used forenhancing the ability to control the network emergencies, and also the investment ofhuman and financial are increased for strengthening the network of emergencymanagement infrastructure.As to mass media, we should solve the problem about theweak supervision from network media by system methods; promote the integration ofnetwork media,build some professional network medias；enhance the research ofnetwork media’s credit rating and build exit mechanism for network media.In publicwe should carry out information literacy education,enhance all the people’ sinformation literacy； encourage people take part in the activity and exert theimportance of people in network emergency.
