The Continuity Of The Local Governments' Public Policy

The local governments in China's public policy continuity problems in the domestic and foreign research field are rare; most of scholars only have some specific descriptions of some of these problems. However, how to keep the continuity of the public policy for government officials in period or communication process there are no systematic research. In this paper, I take the hypothesis of "economic man" as the breakthrough point, and have systematic elaboration of the reasons of local government public policy continuity problems and put forward the solutions. Based on the reality of the situation of China's policy continuity, this paper is in hope of giving some help to China's public administration practice and development. Public policy is the government to realize the public interest and formulation of norms, measures and methods, the basic value orientation of it is public interests. Public policy is main output of the modern government. Through a series of public policy, the government realizes their impacts on social management, and promotes political, economic, cultural and other comprehensive development. The continuity of public policy related to the realization of public interests. Once a public-relations reasonable policy can't maintain continuity, which caused not only is public waste of resources, the interest of the individual massive losses, and can even lead to a sharp opposition between local government and society. What's more, it may cause social unrest.The government is the "economic man". Public choice theory, applies the "economic man" hypothesis to the political fields, believes that personal no matter in the economic field or in political field is the "economic man"-who pursues the maximum interests of the individual. Government officials were thought prefer to pursue personal achievements maximization, not the pursuit of public benefit maximization. In our country's existing administrative system, with the government's official communication, Our government officials of ruling ability enhances unceasingly。But at the same time, on the one hand, as " economic man ",government officials, in a relatively short term of the above conditions, tend to pursue their own achievements maximization, ignore the local government's public welfare nature, cause local government public policy problem of continuous; On the other hand, in our country the existing management system, the local government's public policy process is running in our pressure type system, political mobilization mechanism, the chief responsibility system and the local strong group, etc. The local government's public policy continuity unceasingly suffers some problems. In a relatively short period of time, in order to seek greater achievements, government officials can ignore local public interests.Nowadays, we face not economic challenges, but system and political challenge. Politicians have natural tendency realizing their own utility maximization, while the existing decision-making rules and system structure and allows politicians seek its interest real space. We walked along the public choice pie, the idea to pursue cure local government's opportunism tendency. Only in perfecting the bureaucracy judged incentive and external constraints, can maintain the continuity of local government public policy. In order to maintain policy continuity, we should optimize the public policy formulation process, perfect our departure of auditing system, impart system, scientific achievements assessment and enhance the local government public policy response, strengthen the power supervision. These measures will have an important meaning to local government.
