A Study Of The Problem On Deficiency Of Chinese Local Public Policy’ Continuity

With the in-depth development of China’s socialist market economy, as well as administrative reform gradually into the deep water, all kinds of problems are more and more exposed in the field of public policy. Among them is it a very typical problem on the deficiency of public policy’s continuity, especially the deficiency of the local public policy’s continuity which has become a direct cause of frequent local mass incidents in China. However, the results of theoretical studies about the deficiency of public policy’s continuity in academic circles are quite scarce. Existing theoretical research degree not enough, choosing this proposition to conduct an in-depth study has practical and theoretical significance.As a new policy problem, the deficiency of the local public policy’s continuity is needed to introduce the concepts and theories of the public policy, outline the general sense of continuity of public policy and its deficiency, as well as the meaning of the deficiency of the local public policy’s continuity. From our national conditions, deficiency of the local public policy’s continuity is defined as a deficiency of continuity of the implementation process of the public policy made by our central government in the local society, and a deficiency of continuity of the development&implementation process of the public policy made by our local government in the local society. Finding recognizable elements of deficiency of the local public policy’s continuity on the basis of defining its concept, in accordance with relevant theory, are used to investigate practice-related administrative cases, so that combining with the administrative cases, we analyze the social phenomenon caused by the deficiency of our local public policy’ continuity, and sum up the concrete manifestation of the deficiency of our local public policy’s continuity and its various damages. Aim to study the deficiency of our local public policy’s continuity, by analysis of the reasons for its occurrence, is that governance measures on them are proposed, and then guiding the practical activities. The specific reasons of deficiency of our local public policy’s continuity can be attributed to the public policy factors of its own and the factors of the local officials. For public policy factor itself, there are mainly the public policy process closed, the deficiency of public opinion, public policy process illegal. For factors of the local officials, there are the deficiency of a sense of justice and powers of rent-seeking of our local officials, as well as the malfeasance&nonfeasance of duty of the local officials. Finally, it is the governance of the deficiency of the local public policy’s continuity. For the public policy’s factors, we bring forth the three specific management measures which are to mainly optimize the local public policy process, improve the effectiveness of communication between the local officials and the public, and strengthen the local officials’ governance according to law. For the factors of the local officials, we bring forth the three specific systems which are the appraisal system of the local officials, the anti-corruption system of the local officials, and the accountability system of the local officials.
