Public Service Delivery Based On The Cooperation Between Government Firm And Community-PPP Model And Its Extension

In modern society, citizens appeal for more public service which becomes more diverse and complex. In the public service delivery, our government simply can't handle that much. It is also not possible to meet the needs only by market or community. In face of the failures of government, market and voluntary, scholars begin to explore new ways to solve the problem that public services can't be fully supplied. So a new way of public service delivery which bases on PPP appears.Referring to the way of public service delivery, PPP is founded on the basis of the theories including Market Malfunction/Government Malfunction, New Public Management, Transaction cost and Governance. But PPP is more than that and somehow fixes those theories. PPP is applied widely in many countries. Different countries applies PPP in different fields according to their own situations and the effect emerges gradually. Nowadays, the situation of public service delivery is not good enough in our country. Although PPP is applied in some fields of public service, there are still many drawbacks. So it is necessary to explore a system that fits our situation well. In practice, new ways are explored by some social subjects. The 81890 case and Yuantong case are good practice innovation. The two cases have something in common but they are different in operation. Through analyzing the operation and roles of the two cases, we turn the cases into common experiences so that it can become a new model which can be easily copied and promoted. Practice should be guided by theory. Based on classical models of Salamon and Savas and in order to guide the practice well, it is necessary to propose a new model that matches our country's situation. In the innovated model, the roles are clearly defined and ways of cooperation become diverse. So effective public service platform should be built. Scientific and reasonable regulation, as well as evaluation system should be established. Relevant laws and regulations should be improved. Talents'developing and introduction should be highlighted.
