The reason why the author chooses the research of Chinese Governmental Electronic Public Service Delivery is mainly due to the following reasons:Firstly,the main channel for the governmental electronic public service delivery is the Internet,and China is pushing ahead with the depth of the Internet and various sectors of the national economic development and integration of social governance,which has a far-reaching influence.The public services habits and styles which people choose and access to are changing for the development of the governmental electronic public service delivery to provide a broad space;Secondly,governmental electronic public service system is the main content and core task of electronic government construction.and it is the rapid development of global e-government construction that make it into the orbit of the expansion.The demand for performance and quality of governmental electronic public services is rising continuously,which offers huge application space for the governmental electronic public service delivery;Thirdly,the project that “the information benefits the public",which aims to promote the project named "Internet + e-government service" has entered the implementation stage.Driven by policy,It is the thing that solving the problem of information repeated input,information sharing and collaboration in the process of the public service,and the precise personalized delivery by the services output driven by policy provides a powerful policy guarantee for sharing the information achievement by the social public and makes the dreams on governmental electronic public service become reality.Based on these reasons,the author studying the governmental electronic public service delivery issues aims to supply the theoretical resources and development strategies for achieving the governmental electronic public service delivery integration,intelligent supplement,leading governmental electronic public services delivery to collaborate across sectors and levels of government and protecting governmental electronic public services developing in a healthy and ordered way,through systematic research on the basis of conditions,logic models,targets and strategies of governmental electronic public services.Based on the above reasons and purposes,the paper adopts literature research,information research,survey research,comparative research,case studies and interdisciplinary research methods,under a evolutionary process of "conceptual,logical,physical" and a narrative pattern of "theory,standard,method l".This paper starts with the basic concept and the main features of governmental electronic service,summarizes the theoretical basis and the existing national governmental electronic public service delivery for the national information technology,e-government and e-commerce construction as well as the under construction technical conditions and future construction technical conditions,determines a conceptual mode of governmental electronic public service;then takes theoretical basis and technical conditions as implementation basis to standardize the responsibility subject and the implementation subject design of the development of the government electronic public service system,converts the idea of governmental electronic public service into a "three-solid logic mode” which is acceptable for its users.Moreover,under the need of standardized logic mode and developmental criterion,this paper also examines the problems in current situations of governmental electronic public service delivery and their causes,promotes some practical goal-reaching approaches for the improvement of governmental electronic public service and finally concludes with a physical mode of governmental electronic public service system on the method level.In addition to the introduction and conclusion,the main body can be divided into five parts,the main contents of the research are summarized as follows:Firstly,the concept and characteristic of governmental electronic public service.In this part,it involves three aspects: the definition of the connotation,the extension and the main features.Among these,considered from suppliers' perspective,the understanding defining the connotation of public service is roughly summed up into three that are broad sense and narrow sense and relatively narrow sense.Then after explaining the reasons for disagree with the latter two definitions,the author proposes that the connotation of governmental electronic public service should be directly provided by the government,or arrange other organizations to provide,or lead and cooperate with other organizations to provide public services after he elaborated his disagreement of narrow sense and relatively narrow sense;the scope of content can describe separately from the service object,service nature,stage of development,the way of service delivery and service provide conduction direction,process of information service departments;the main features include the marginalization of main delivery,standardized services regulation,controllable service process,consistency of service results,service demand predictability and precision of service delivery.Secondly,the basic conditions for governmental electronic public service delivery.The research focus on two parts: theoretical basis and technical conditions.Among this,new public management,new public service,governance theory,project management,information management and knowledge management management and related ideas,knowledge methods are in the range of theoretical basis;technical conditions include infrastructure,application systems and information resources.Thirdly,the logical model of governmental electronic public service delivery.Its main research contents includes three parts-demand model,relational model and Procedural model,which designs it mainly follows the principle and logic of " useful to system target”,providing solutions for " when and where,and which pathway and which kind as well as who can deliver governmental electronic public service”,also " why provide it and how to provide it”.Fourthly,the present situation of governmental electronic public service delivery.Its main research contents include two parts-description of current status,and the analysis of problems and its causes.This paper focuses on the 33 provincial government portals except Taiwan province's for the nearly full sample survey,and finds the common problems in electronic government public service object and means,functions and content,process and results,and the output and form.On this basis,for the deep reasons for government electronic public service performance can not be effective,field investigation in some representative government departments of Shen Zhen City,a city of the forefront and typical significance in e-government constuction in China be taken,which aims to find out the obstacles factors they encountered during the period of solving some key problems and so as to obtain the authoritative answers of relevant problems.Fifthly,the governmental electronic public service delivery target strategy.The main research contents include two parts: visiongoals and strategic choices Among them,the vision from the service object and means inclusive,service function and content thoroughly,service process and results of the accessibility,service output and form the four aspects of the effectiveness of strategy selection and description;mainly discusses the feasible and effective strategies for the forward-looking vision,the specific contents include"building information infrastructures based on fairness,matching diversified means for providing inclusive services",“deploying service functions and contents based on service objects-centered,responding to personal demands for outputting thoroughness service"," retrospecting data running track following business process as the main line,implementing supervision and control and accountability for safeguarding business processes and their results being seen and controlled"," innnovating service output form based on problem-oriented,relying on innovation of system and mechanism and mode for pushing valid services".There are four main innovations of this paper: firstly,this paper defines the connotation of government electronic public services,based on the literature research and the full theory analysis,the connotation of electronic public service and electronic government public service definition has some innovative,draw the useful elements of other scholars concept the unreasonable aspects including the inadequacy of the research in China,is the first article about the connotation and extension of the definition of electronic government public service papers.Second,government electronic public service content of the scope of this classification,involving many aspects of the service object,service content,development stage,service platform,service nature,service mode,service orientation,in the process of information transmission service departments involved,elaborates on the contents of government electronic public services the scope of the overall system,use of the Internet era of the latest thinking,concepts and technological achievements,and national "Internet plus" action strategy goal is consistent,the study goes in front of practice.Third,from the conceptual model to the physical model,logic model is one of the conversion tools and bridge grafting,the necessity and importance of self-evident,and establish logic model involves both the theoretical knowledge and related to the engineering method,the logical model is to actually construct management science,information science and computer science knowledge in full integration together,although the model design is brief,but its contribution is to find the "who is in place by what what and when to provide government electronic public services,and why and how to provide the answer to the question," which engaged in e-government research scholars and specific staff actual development model has the reference value.Fourth,through the governmental electronic public service delivery basic factor,service object,service means,service function,service content,service process,service achievements,service output,service in the form of systematic research,this comprehensive analysis of the common problems of the governmental electronic public service delivery in the provincial government portal.On the basis of the analysis,given the deep reasons of its authoritative answers,and aiming at the existing problems of the governmental electronic public service delivery in China and its causes,and put forward the service object means inclusive,service function and content thoroughly,service process and results of the accessibility,service output and the form the effectiveness of the vision,and the vision put forward the concept of "fair based infrastructure for bridging the digital divide to provide inclusive service","public centered configuration service function and content,to guarantee different service object output complete service","process as the main data stream back track form,the the process and results of real-time monitoring,problem oriented service model innovation,rely on the information sharing and business collaboration push" one-stop "completely Feasible strategy of service.
