The Construction Of CPC Organizations At Rural Basic Level Under The Environment Of Hollowness

The CPC organizations at rural basic level are the core of leadership of all work and other organizations in the countryside.They are the bases which the Communist Party gathers strength among the masses, and the bond which the Communist Party contacts with farmers. The Party always takes advantage of opportunities and insists on keeping pace with the times to promote the development of rural organizations, and consolidate the ruling foundation from the democratic revolutionary struggle to the reform and opening up.At present, China has entered into the stage of comprehensively promoting industrialization and urbanlization. It is the inevitable result of the development of modernazition that large-scale rural population, especially the young and strong labours in countyside move out to seek employment from their hometown to relative developed areas and cities, while this movement has objectively led to excessive loss of rural labor resources, unbalanced rural society and population structure. the rural population's shift has took a large amount of fund, technology, kownledge and other resouces from countryside as well. The increasing hollowness of rural areas, which has brought some troubles to local Party organizations, has become into the new circumstance condition that local basic-level Party organizations have to face, and Some new problems have arised in the process of the Party organizations construction. Firstly, because of the Party members' random migration and the remaining aging member teams, some troubles have appeared when the local Party organizations manage their members. Secondly, the outflow of Party members makes the procedures for Party oganizations' activities confront difficulties. Thirdly, the Party organizaitons in rural areas are short of strength because the multiple outlooks on values in modern society. At the same time, the weakness of Ideological and Political Education power makes the younger generation lack of motivation to join the PartyIn this paper, the following solvations have been brought forward. In the very first place, change ideological conception and strengthen the management of Party menbers in line with the industrialand regional management principles.What's more, using effective incentive mechanism introduce three strands of talented persons, with the connection beween the grass-roots work achievements and the personal promotion as "the propulsive force", and the preferential measures as "the attraction". In addition,deepen and perfect the mechanism of assistance between cities and countryside on the basis of "three-grade joint creation" to revitalize the rural party organizations under the new situation.
