Research On The Leadership Election Issues Of Rural Basic-level Party Organizations

The new era in which we are today has far-reaching historical significance in terms of further strengthening construction force and level of rural Party organizations,working as their fighting bastion to advance the progress in the fields of rural economy,politics,culture and ecology,etc.,promoting overall reform development of rural society to present a new look.The 18^th National People's Congress of the Communist Party of China was held on Nov.8^th,2012,the Party central committee with Xi Jinping as general secretary put the Party building on important agenda,especially emphasizing to strengthen the leadership building of rural basic-level Party organizations so that the Party's leadership status in basic-level class can be further consolidated and the overall situation of basic-level politics,economy and society can be more stabilized.However,either the election procedure or the follow-up system after election has urgent issues which need to be solved.First,from strengthening basic-level Party construction,educational training force of the leadership in rural Party organizations should be further enhanced,and their politic theory levels should be improved;second,election methods should be innovated and ways of competition and selection mechanism should be explored and introduced;finally,the follow-up system works and mechanisms of reward and punishment,supervision and removal should be improved.
