Under the background of globalization and urbanization, many farmers enter into cities for jobs in China. So peasants as they engaged in the jobs like other workers, they were given the "peasant-workers" such a special status, but they are subject to the exclusion of urban life, not recognized the city's community membership. The social exclusion performs in many aspects, such as economic, political, and social life, and it's hampering their urbanization process deeply. The author examines the path of theoretical development and research background of "social exclusion", "social inclusion" and "social quality" in this paper. Under the guidance of the theory of social inclusion and social quality, the author starts from the concept of social exclusion with empirical research methods to discuss the level of social inclusion of peasant-workers.The author measures the situation of social inclusion of peasant-workers in four dimensions:economic, political, social and psychological. These four dimensions are interrelated and progressive. First of all, the economic level and political level is the basis, peasant-workers only have basic protection of economic life and political identity in daily life, and they may be integrated into the cities. At the adaptation of social life mainly refers to the situation of social interaction and interpersonal relationships which largely reflects the degree of social inclusion of peasant-workers. The level of psychological construction is the spiritual dimensions, it reflects the lifestyle of peasant-workers on the recognition in the degree of urbanization, is purely subjective measure, it also reflects the peasant-workers' desire to take the initiative to integrate into urban life. Psychological adaptation is very significant for the social inclusion of peasant-workers. As this process marks the transformation from the rural people to urban people, it influences the shaping of personality of urban people. The author took the survey about social quality in small and medium enterprises in Zhejiang province in July 2009, to collect and investigate the situation of social inclusion of peasant-workers, and then make relevant comments and Recommendations to promote their social inclusion.
