Generation Of Community And Community Autonomy

The 17th National Congress explicitly pointed out that, more importance must therefore be attached to social development on the basis of economic growth to ensure and improve people's livelihood, carry out social restructuring, expand public services, improve social management. Community as the social basic cell, its development is of great significance to the advance of social development and the perfection of social management, that is, community development is basic foothold to social development. For the present China is concerned, the important goal of community development is to achieve community autonomy, namely to realize "four democracy"--democratic elections, democratic decision-making, democratic management and democratic supervision, and "three self"--self management, self service and self education", however, to make these goals, we must fully mobilize the enthusiasm of residents and expand their participation. Currently, lacking of residents'participation is an important dilemma in community development for urban community or rural community. It becomes one of the important topics in current community development to take effective way to break the dilemma. Through on-the-spot investigation of community and analysis, we found that generation and operation of various community organizes can be cracked the dilemma of participation, it can fully mobilize residents to promote community participation in the pace of community autonomy. Based on this, in order to promote community autonomy it needs effective channels to promote generation of community organizations, such as providing good system environment, paying attention and improve community public service, building diversified financial support and mobilizing community residents'wide participation, etc. and makes fully play its effective social function, such as optimization function, helpful functions, organizational function and condensing function, etc.In the perspective of social transformation theory and community theory, the thesis mainly elaborates four aspects contents:the first one is formation and operation of Urban Field Gardens Community; the second one is about autonomy value of Urban Field Gardens Community; the third one is the dilemma Urban Field Gardens Community facing to; and the fourth is about how to promote good development of Urban Field Gardens Community. Through detailed analysis of the four aspects contents, the thesis reveals that the development of community is good to expand community participation of residents, and puts forward that communities should be greatly promoted in the current community development in order to improve community autonomy.The thesis is divided into six parts.The introduction section mainly explains implications of the thesis topic, the research status, research ideas and methods. The second part demarcates the concepts of community and Urban Field Garden Community, and expounds social transition theory and community theory in the thesis. The third part takes Urban Field Garden Community of Manchun Street in Wuhan as a case to study. In the fourth part of the thesis, seeing big things through small ones, it promotes experience and enlightenment through analysis of Urban Field Garden Community, and it analyses the autonomous value of Urban Field Garden Community in community development. The fifth part puts emphasis on influence factors of Urban Field Garden Community. The thesis mainly explains the subject from government, funding, autonomy, community participation and space expansion. The sixth part discusses how to promote community development, and puts forward some practical operability countermeasures. The final part makes a conclusion.
