The Study On Public Crisis Management Ability Of Local Government In China

Crisis management is a new researching domain on public management in case of various outbursts happen. So far,9.11 terrorist attacks, Indonesian tsunami, SARS, WenChuan earthquake and etc., had prompted all the countries establish and better native crisis management system. It's becoming a focus that how to upgrade government management consciousness, improve government crisis management ability, prevent all kinds of outbursts, reduce disaster expense, and ensure public safety.This paper mainly deals with the crisis management ability of local government, that is a strength the local government behaves when they faces the crisis and expresses a series of mobilization, coordination and dispose the things which is possible or have happened. To improve government crisis management ability can directly decrease crisis, prevent outbursts and depress the expense to least. It can help to better the crisis management system of local government in our country.First, it outlines the crisis management theory. Through elaborating on the crisis, the crisis management and local government' ability on the crisis management, etc, it points out the structure of this ability.Secondly, it emphases on the crisis management system and construction of local government, and analyses the status of local government' ability on the crisis management in our country. Through the analysis, it cards some misses, and discusses the causes. By the instance analysis of WenChuan earthquake occurred on twelfth May 2008, it validates the universalism of this missed and abstracts corresponding ability countermeasure.
