Research On Public Crisis Management Of Y Municipal Government

In recent years,China's economic development has made remarkable achievements,followed by the increasingly prominent social contradictions,a variety of public crisis events frequently appear in the public vision.The effective response and solution of public crisis is of great significance to the development of society and the safety of the public,and can effectively reduce the damage and impact of bad events on social stability.It is the duty of the local government to deal with all kinds of public emergency events,reduce the possibility of the occurrence of all kinds of public crisis events,reduce the scope of their impact and mitigate the impact and loss.Local government has unique advantages in the acquisition of crisis signals which is the subject of public crisis management.After the SARS epidemic in 2003,China's public crisis management has made great progress.Domestic academic circles have carried out extensive researches on government public crisis management and achieved fruitful results.However,it is undeniable that there are still many problems to be solved.Taking Y city as an example,this paper makes an in-depth analysis of the current situation,existing problems and causes of local government public crisis management in China,and puts forward targeted measures and suggestions accordingly.Based on crisis management theory and social governance theory,this paper combines with case study focused on the present situation of the Y city's public crisis management and conducts field survey on public crisis management capacity in Y City.Through empirical analysis found that: it has been a great significant increase in public crisis management ability in recent years in Y city,but there is still some problems need to be solved urgently,such as law-based governance,early warning of crises,social mobilization,and insufficient capacity for coordination and cooperation.Tracing back to the causes,it is believed thatthe causes of these problems are related laws and regulations,imperfect early warning system,weak awareness of government crisis,and incomplete implementation of functions of relevant departments.In order to better promote public crisis management ability of Y city,aiming at the problem causes and puts forward some corresponding countermeasures,the paper comes up with the solutions which are to improve the relevant laws and regulations,improve the crisis early warning system,enhance the awareness of public crisis prevention,improve the government's ability to mobilize social forces,earnestly implement the responsibilities of relevant departments,and improve Y municipal government's ability to manage public crisis.
