Study On Local Government Public Service In Western Minority Regions

In recent years, local government in the western minority regions to improve the quality of public service and make a great effort, despite many achievements have been scored, there is still a wide gap between the eastern coastal regions. Western minority regions to enhance local government public service are conductive to narrowing the gap between the eastern and western regions, maintaining national unity and national stability.In this paper, literature, comparative, theory and practice and other methods, through the western minority regions in the field of public services, education, public health, social security, infrastructure, science and technology, environmental protection for the study. Obtained restricting western minority regions of local government public service there are five factors:First, the concept factors, sense of pubic service has not been established, attention to the management concept of contempt of services has still remained. Second, the institutional, fragmented institutional arrangements and the terms of the administrative system have been divided by unreasonable. Third, the mechanism factors, Citizen monitoring and performance management there are both internal and external monitoring mechanism is not perfect. Fourth, economic factors, Government asymmetry between the powers and financial authority, fiscal expenditure structure is not reasonable. Fifth, social factors, public services supply mainly by the government, a single public service system.To this end, this paper proposes the basic ideas of public service construction in the western minority regions:one is to enhance the public awareness of service of civil servants, establish a public service administrative concept. Second, give full consideration to the western minority regions of a special nature; push forward reform, rational division of intergovernmental authority. Third, establish and perfect performance management and civil supervision mechanism. Fourth is to strengthen inter-governmental fiscal system reform. Fifth, an innovative public services way, implementation of market-oriented and social public service.
