The Credibility Of Local Governmente Research On The Basis Of Governance Theory

The current China is in a critical period in building a moderately prosperous society, thoroughly implementing the scientific development concept, vigorously building a harmonious society, which requires governments'high credibility especially from local levels. Then the governments can afford effectively the increasingly heavy political, economic, social and other important responsibilities. This article is divided into four parts. The first part defines the concept of the credibility of local government, outlines the theoretical basis and explains the importance of the credibility. The second part discusses governance theory and the relevance between the theory and the credibility. Firstly, the paper makes a brief introduction to governance theory, followed by elaborating the relevance between the theory and the credibility, and brings up the standards of local government credibility in the perspective of governance. Based on governance theory we summarize problems that exist in the credibility of local government in the third part, analyze the reasons that cause the decline in the credibility of local government in the three aspects of the local government itself, society and people. The fourth part focuses on the way of enhancing the credibility of local government based on governance theory, this is the core of this article. Effectively enhancing the credibility of local government can start from five aspects:transition of the political and administrative system, defining the reasonable functions of local government, optimizing the process of local government public policy making, normative acts of local governance, promoting citizen participation to develop civil society.
