China's household registration system provides only"rural residents become urban residents"that is Agriculture households according to certain conditions, flow to non-agricultural households.In recent years, in order to promote the process of urbanization, all over the country through deregulation, and other forms of household registration reform, accelerate the promotion of rural-urban migration. In the context of China's urbanization rate is far below the average level of developed countries, there is a strong demand of"urban residents become rural residents"across the country from college graduates. In some parts of Zhejiang Province first introduced college graduates urban residents become rural residents'policy. This results college graduates urban residents become rural residents'phenomenon, it is also have profound economic, social and institutional influence factors. It is the realistic demands under the action of multi-institutional changes such as China's college graduates in the interests of attached to the household registration system, the employment of college graduates major changes in policy and national implementation of the University Student Village Officer plans;It is also the results of a series of rural industrialization and urbanization policies, in economically developed areas such as Zhejiang Province co-ordinate urban and rural development, promoting private economic development and promoting new rural construction; moreover, it is weighed against the contemporary college graduates to make rational choices. However, at the same time, this policy also brings issues such as unbalanced, incomplete supporting policies and short-term policies issues that require further refinement.This paper will use system analysis as framework, from government departments, villagers autonomous organizations and the college graduates perspectives, use public choice theory and new institutional economics theory to analysis the realistic background of"college graduates urban residents become rural residents", through motivation and cost-benefit analysis to demonstrate the result of college graduates urban residents become rural residents is the rational choice of after anti-urban-rural gap; and use feasibility analysis in reasons to introduction of this policy from political, economic, and cultural perspectives; and use scientific concept of development as guidance to assess the effects of policy implementation; make such policies as a "transitional" policy, predicting trends, and propose policy improvement path, trying to formulate appropriate laws and government policy to provide a theoretical reference.
