A Study On The "Family Family" Rescue Mode Of Chinese Children

Since Ministry of Civil Affairs carried out the special action named "pick up homeless children home" Vhose theme was "protect children, say farewell to wandering" jointly in the whole country in2012, every place helped homeless juveniles say farewell to wandering and return to their family according to the demand of the action and they changed their working idea, innovated working styles. However, the current way of rescuing street children all over the country is still largely temporary accommodation supply and return assistance and protection offered by the homeless juveniles rescue protection center under the civil system. After those long-termed street juveniles obtaining interim relief and sending back their hometowns, due to the lack of functions of their roaming family and society, the actual rescue has limited effect, and the repeating homeless rate has been stubbornly high. It’s a difficult problem for the staff that how to make proper arrangements for those who are homeless or hard to go home, or those who are repeatedly sent back. No matter dating from the fundamental interests of the child maintenance point of view, or in view of children’s safety, the exploring and completing of "family like " rescue mode has important values and practical meanings for helping the street children to really go back to the mainstream society and establishing the long-termed mechanism about helping the street children.In August2003, under the UNICEF (Nations International Children’s Emergence Fund)’s funding, the Chinese mainland area’s first "family like" which rescue homeless children set up in Zhengzhou. Practice proves that the "family like" rescue model has achieved good results and begin to be promoted in the whole country. This study is based on the concern to the homeless children "family like" rescue model. Firstly, pointing out the limitations of traditional temporary rescue mode and introduces contents of this article on the basis of literature review and reflection on rescuing practice. Secondly, expounding and analyzing the concept, types, features and significance of the homeless children "family like" rescue mode. Thirdly, take the rescuing station in X city as an example, study the operation of the homeless children "family like" rescue model in X city. At the same time, based on the author’s field observations in the relief agencies, combined with interview material, analyzing the dilemma and reasons which the homeless children "family like" rescue mode are facing at present. Finally, from the actual needs of street children, putting forward suggestions to perfect our nation’s homeless children "family like" rescue mode to make homeless children return to the main trend society really."family like" as the important portion of homeless children rescuing system, this rescue mode can offer better survival and development space for homeless children compared with contemporary rescuing model. But the homeless children "family like" rescue model exists many problems in actual operation, needing improvement.
