On The Community Mobilization Of Non-traditional Security Threat Countermeasures

with more reliance on the globalization which accompanied by ever-increasing unexpected challenges of non-traditional security problems, unpredictability but wide-spread propagation of crisis featuring greater destructive power and difficulty in handling with, human beings in contemporary society are confronted with high-risk challenges. In fact, non-traditional security threats and countermeasures uphold a new picture since its spread range, root cause, meaning carrier as well as governed subjects have extend to community level in a continuous way, from which point on the significance and necessity community mobilization of non-traditional security threats and countermeasures has been attached great importance by the government authority and the experts and scholars.This paper based on the theories like "global administration", "security" and "human safety" proposes, with a combination of the existing characteristics of non-traditional security threats, a new point of view, i.e. communitarian. In the first place, this paper provides an overall theoretical introduction of non-traditional security threats and community mobilization and, in the meantime, applies strategic management to construct an analysis model which analyzes the blessings and curses brought about by community mobilization in this regard, based on which point further depicts and summarizes the experience of community mobilization of non-traditional security threats and countermeasures both home and abroad. In the second place, this thesis also presents a case study regarding the community mobilization of civil defense in Hangzhou with a view to, on the one hand,present the indentify the problems of community mobilization, and, on the other hand, analyzes the experience of how Hangzhou civil defense combat these disturbing problems. In the final place, this paper underpinned by evidence and case study would conclude the weak points of domestic non-traditional security countermeasures in the status quo and thus put forward some useful suggestions.
