Research On Community Cooperative Mobilization From The Perspective Of Subject

As an important way of community governance innovation,community mobilization plays an important role in promoting community development.Under the guidance of qualitative research methods,this study takes the mobilization project of M community in Shanghai as an example,and analyzes the practical experience of community cooperative mobilization through literature analysis,field surveys and semi-structured interviews.From the perspective of subject,this paper analyzes the practical motivation of community cooperative mobilization in modern urban communities;discusses the practical mechanism of community cooperative mobilization,which was arranged by mobilization subjects,by analyzing the structure of subjects,mobilization strategies and other key elements;explores the change of the participation behavior of the community mobilization objects and the practical effects of community cooperative mobilization.And the practical limits of community cooperative mobilization are further discussed,the corresponding development countermeasures are put forward.The following conclusions are found:First of all,community cooperative mobilization practice came into being under multiple dynamics.The Party and the government provided institutional support through providing multi-level institutional resources;under the system of community deliberation,the guidance of party building and the mechanism of public service supply,a high-density mobilization organization network has been formed,which has laid the organizational foundation of community cooperative mobilization practice;the public predicament and the lack of residents’ subjectivity have reduced the collective action and residents’ participation in the community.The tension between the negative situation of residents’ participation and the urgent demand of extensive residents’ participation has forced the innovation of community mobilization.Secondly,we can find that the mechanism arrangement of community cooperative mobilization has been fully improved,it combined organizational restructuring with mobilization technology adjustment,constructed a compound structure with multiple subjects by improving the organizational integration mechanism,promoted the multi-subject linkage by innovating the strategies generation mechanism,and the practice guarantee mechanism has been strengthened to ensure the orderly operation of mobilization practice.Thirdly,from the perspective of mobilization effect,community cooperative mobilization practice has effectively promoted residents’ community participation,activated the action elements of residents’ participation,and promoted the level of residents’ participation in organization.Finally,The action of community cooperative mobilization is not yet mature.We can find that the mobilization subjects lack continuous mobilization vitality,the cooperation structure is out of balance,and the emotional mobilization is insufficient.This requires not only the strong guidance of the state,but also the subjects to strengthen their own capacity building,strengthen cooperation and coordination,and deepen emotional governance.This study is not a macro analysis of community mobilization from the perspective of the relationship between the state and society.But from the perspective of subject to exploring the action logic of multiple subjects and the practice pattern of community cooperative mobilization,so as to provide more concrete and intuitive theoretical guidance for the practice of community mobilization.
