China's prison system, as the nation's penalty enforcement institution, officially undertakes the responsibilities of consolidating the political leadership of the China Communist Party, stabilizing the social orders, ensuring the country's economy development and serving the social security system's construction. As the "12th Five-year Plan" has already begun, in order to leap forward in different fields of its work, Shanghai's prison administration is determined to update its civil servant's team to be with better qualities and skills. And professional training, among many other means, has become a very important way to strengthen the team, especially the team's capacity. In practice, many reasons have led to the fact that some of the prison's civil servants are not competitive enough to face new challenge and fulfill their tasks well for the lack of political knowledge, education level, management capacity and professional skills, which not only shows our shortcomings in professional training concept, system, mode, method etc, but also makes it necessary for us to improve training standard in all respects.The author, in this article, takes Shanghai's prison civil servant's training system as the study case, and by theoretical and practical ways, he not only elaborates the relative concepts in the civil servant's training field, but also analyses Shanghai's prison civil servant's training system, including its status guo, problems and the reasons lying behind. Meanwhile, after introducing some successful experience from abroad, the author offers several solutions to the improvement of Shanghai prison system's civil servant's professional training, which include setting up scientific modern training concept, strengthening the trainer's team, diversity in training form and method, scientific design of training courses, focusing on the information utilization in this "E-era" and perfecting various training--relative systems, such as demand analysis, restricting and stimulating systems etc.
