Study On The Problems And Countermeasures Of Civil Servant Training In Liaoning Provincial Department Of Finance

Fiscal system is an organism responsible for national financial revenue and expenditure,and the concentrated distribution of national income.The work content of fiscal system is complex,and the responsibility is heavy,because it is closely related to the national economic development trend,and the overall level and quality of life.Therefore,the public service of the financial system is particularly important.The quality ability and the level of the public servants in fiscal system determines the level of national governance and economy,and affect the level of local economic development directly.Fiscal system is the focus of national governance all the time,so it attaches great importance to the work of training for civil servant'construction.There are still some shortcomings in the process of training for officers in fiscal system.In the condition of having no influence on the normal work schedule,that the financial system's work efficiency is increased,scientific and reasonable planning and design for training is required for Liaoning civil servant in fiscal system.In this paper,the training of civil servants in the fiscal system of Liaoning province is selected as the research topic,combining with the investigation and visit methods.Deeply researches the existing problems and reasons of the civil servants training in Liaoning fiscal system,and eventually formed a targeted the improvement for training countermeasures.The research of this paper is divided into five parts.The first part is the introduction,which mainly introduces the purpose,significance,research methods and innovation point of this paper.This paper focuses on the current research status of training for civil servants at home and abroad,and finds out the regularity of training research on education training of civil servants,and then draws lessons from the research experience.The second part is the concept and theoretical explanation.The concept,characteristics and content of education training for civil servants are analyzed.An important theoretical framework is put forward as support.The third part introduces the present situation of education training for civil servants in China,taking the fiscal system of Liaoning province as an example to analyze the existing problems and reasons.The fourth part is about the countermeasures of training for civil servants in the fiscal system.This paper proposes an effective use for reference.We will pay attention to the consolidation of training efficiency for the civil servants of the financial system,and ensure that the continuous effects of education training can be realized.The fifth part is the summary and the prospect.In this part,the research content of the full text is sorted out,and the thinking and prospect for the development of training mode in the future of civil servant is put forward.
