Concern modern training opinions and Competency modeling are the analysis bases of this paper. Modern training opinions pay more attention on the creation and share than teaching of skills. Competency modeling reflects this point. It abstracts the key competencies, which concern with performance of organizations, so it can evaluate the outcomes of training successfully through comparing the employees' behaviors.The training system of China civil servant is divided from the traditional cadre training system, which plays important role in educating talents. But the mode of training system of China civil servant reverses with the tide of modern training. The author analyses the training cases of Shanghai civil servant and sums up its limitations. More importantly, the author explores the deep reasons of limitations.Competency modeling is a very successful instrument of human resource management in the enterprise, so public sectors extract its core to remedy its own training system. The 'oriented- competency' training model of British and 'multidimensional development' training model of Japan corroborate it. The tide and experiences of modern training of civil servant perfect Competency modeling.At last, the author throws the opinion: building oriented-competency civil servant training system and remedying China civil servant system through the two lays. One is to introduce the idea of competency, another is to perfect the inspiring mechanism and enlarging position grades, thus the limitations can be quite remedied.
