Grass-roots civil servants not only bear the ardent hope of the people,but also embody the administrative style of state leaders and administrators.As an important hub of the people and the state,grass-roots civil servants always show the people the political outlook,governing ability and spiritual outlook of the country.The large number of grass-roots civil servants and their unique position in the whole administrative system require them to continuously strengthen the training of group knowledge and ability in order to better serve the people.The training of grass-roots civil servants is very important to improve the overall capacity of the civil service.At present,our country is still in the primary stage of socialism.The differences in economic and social development among regions make the level of civil servants uneven,and the training of grass-roots civil servants also has great differences.F County is a county with a large area under the jurisdiction of F City,Hunan Province.The population base of grass-roots civil servants is large,and the training resources of grass-roots civil servants are scarce.In order to break through the predicament of civil servant training,perfect and improve the training mechanism of grass-roots civil servants,and build a systematic training system,this paper chooses the training of grass-roots civil servants in F County as the research object.On the one hand,it uses the literature and network resources of F County to find out the relevant theoretical knowledge of civil servants and understand the basic situation of grass-roots civil servants in F County;on the other hand,through field research,it deepens the research.Enter the interview to explore the current situation and existing problems of civil servant training in F County.On the basis of theoretical knowledge and practical investigation,this paper puts forward scientific,reasonable and operable policy suggestions for improving grass-roots civil servant training.The main contents of this paper are as follows: Firstly,by introducing the basic situation of civil servant training at home and abroad at this stage,the importance of civil servant training is put forward,the background and significance of topic selection are established,the current situation of research on grass-roots civil servant training at home and abroad is summarized,and the ideas and innovative ideas of thesis writing are put forward;secondly,the relevant concepts of grass-roots civil servant are put forward Define and explain the basic theory and characteristics of grass-roots civil servant training;Thirdly,take the grass-roots civil servant training in F County as an example,analyze the current situation of grass-roots civil servant training in F County,summarize the achievements of grass-roots civil servant training in F County from five aspects: training strategy,training system,training institutions,training resources and training methods,and point out the basis.There are many problems in training demand,training form,training content,training resources and training effect evaluation of civil servants at different levels.Then,through the analysis and reference of the training experience of foreign grass-roots civil servants,this paper puts forward the following aspects: from individual to whole,from theory to practice,from single to multiple,from general to special,from whole to part.Policy recommendations for improving grass-roots civil service training.
