At the angle of building harmonious society of socialist,this paper take research methods of literature and qualitative to learn about the history and current situation of NIMBY through a typical case, From the characteristics of the "NIMBY", we know that risk is a core elements of the "NIMBY". The facilities of "NIMBY" is along with the risk, and the "NIMBY" reflects people's social attitude of risk. Therefore, we search the management ways of the"NIMBY"at the angle of the risk society. Democratic deliberation that be advocated in the theory of risk society would be a valid path to analyze the governance of "NIMBY". The governance of Deliberative Democracy is that:facing of decision-making process in public policy of significant "NIMBY", government should construct democratic deliberative mechanism to deliberate and discuss at the guidance of public reason, and considerate equally the reasonable interests of the various stakeholders, especially interests of the minority affected directly by public policy, which ensure fairness and equality in decision-making.
