Disaster occurs frequently in our country, disaster relief has become a major challenge of social management. Undoubtedly the government plays the leading role, but the disaster relief by government forces alone is not enough, and it must be collaboration with the participation of social forces. In recent years, volunteer organizations are playing an increasingly important role in disaster relief. It also exposed some defects as collaboration of disorder, lack of professionalism, low capacity of resources, lacking of volunteer rights protection issues etc. How to coordinate the power of government and social participation have become important issues need to be resolved. Upgrading the performance of domestic volunteer organizations involved in disaster relief, it should reform the current registration system of civil society organizations; clearly the function of volunteer organizations involved in disaster relief; speed up the voluntary service legislation; increase government Policy support and guide the establishment of specialized rescue teams; establish an unified coordinated platform for disaster relief; promote the volunteer organization personnel selection and training mechanism; create a wide range of incentive compensation system and strengthen the spirit of volunteerism.
