Countermeasures Of Improving The Government's Supervision Of Social Organization Disaster Relief

Vast areas of China also need to face various natural disasters,such as floods,droughts,typhoons,hailstorms,snow disasters,earthquakes and forest fires.According to the statistics only in 2016,the total number of disasters in China has reached 190 million,resulting in more than 500 billion yuan in economic losses.As a category of public crisis,disaster is a sudden and dangerous state that causes damage to public interest and social security due to some uncertain factors of external or internal system.Compared with the common crisis,disasters usually have a certain degree of importance,public and extensive.Therefore,it is a very necessary activity to take the rescue measures.For a long time,the disaster relief China has taken on the dominant position,and it is also the core rescue force.It shoulders the important responsibility of disaster relief.However,the government has some limitations,whether it is the allocation of resources,the structure of the organization and the allocation of personnel.But the emergence of disasters is unpredictable,destructive,urgent and extensive.It also determines that only in the disaster rescue activities,the government can not implement the aid quickly,efficiently,flexibly and harmonibly.Therefore,from the perspective of public interest and social responsibility,the activities of disaster relief should be undertaken jointly by all members of the society,and it is also the objective need and inevitable result of the society to voluntarily participate in relief activities and play the role and power of the public.Social organizations are usually small,flexible action,and has certain autonomy,public welfare and flexibility,can be widely used in folk organization resources,to join the relief activities,but also in the government is not in place,timely carry out relief activities,or to supplement the government inaction or ignored.Avoid blank or missing links,and relief activities of the period,the maximum improve the rescue efficiency,save the public security and interests.Most of the existing literature in China is based on the study of the social organization on the basis of the government's supervision.The author uses factor analysis method to explore the current situation of the supervision of social disaster relief activities in Northeast China,and explore feasible ideas for improving the supervision of relief activities from the micro level.Therefore,the study of aggregation of social organization,government failure theory,governance theory,supervision theory based on the analysis of the expansion of social organization,to explore the causes,and the main factor analysis method,the role of government,legal environment,social organization ability and main causes of the problem analysis,a huge hidden in the society the organization and the problems in the market.Finally,we analyze the corresponding measures of the problem,such as strengthening supervision,enhancing social consciousness,increasing the ability of social organization to rescue and the government buying disaster relief services to social organizations.It is hoped that it can bring a certain theoretical support and benefit for the good development of the social organization and provide a reference for the government's decision.
