Civil society is separated from the political and economic society in the formation of modern state, which is composited with citizens and social organization. Compared with State, Civil society has its own independency and autonomy, which is in pursuit of qualification in the field of social life. It emphasizes and protects the freedom and right of citizens; develop with State in checks and balance. With the development of the theory of civil society, the non-profit, non-governmental organazation(NGO), independent of the government organizations and profit organizations, as we say "the third sector" is gradually coming into perspective. As the identity of civil society organizations, they promote the process of democracy and the development, two major contemporary in modern world, and also play a very important role in political State, economical society and even the global development. As a new public resource allocation system, the NGO makes up for the lack of public resources allocation system of government and market.In the book named <Risk Society:towards a new modernity>, Ulrich Beck, the well-known German sociologist called the disaster risk varying environment in modern human society as "Risk Society". He believes that with the accelerated pace of the globalization process, the risk of being globalized, and recycled, more and more facts seem to indicate that we are entering "risk society". In the face of all-round crisis brought from risk society and globalization, the composite governance mechanism has come into being. The new mechanism advocates the operation mode collaborating with diverse governance hosts; pay more attention to individuals and emphasize to process risk in time. The essence of this governance model is that it is the cooperative management of the government and citizens in public life. It is also a novel relationship between the political state and civil society and is to return the national right to the society. It is the best state between the two political State and civil society.In the composite risk management mechanism, non-governmental organizations play an important role. First, in the governance body, NGO undertake parts of the rights and responsibilities which originally belong to the government. With the government and the market, they become the main body of diverse governance, which is a necessary complement to be able to promote the type of government. Secondly, in the control object, based on the diversification of the governance body, the control object tends to be wide spread. Many fields which were not paid enough attention or have not been concerned are into the vision of governance and promote the maximization of social and public benefits. Again, by means of governance, following the concept and principle between government and society for mutual empowerment, government and NGOs cooperate as "Partnership" to promote social public issues. Finally, due to the independency, voluntary and non-government of NGOs, the governance is gradually developing to the legitimacy, transparency, accountability and effectiveness.In the risk society, regardless of the normal public services, or in front of catastrophe, the NGOs have become more and more indispensable and important. Especially in face of disasters and post-disaster reconstruction, the excellent performance of the NGOs makes so many people to be reborn and live strong. Sudden rupture of the social public service system could be repaired to make up for the lack of capacity of government to control risk.NGO is becoming an indispensable part in human society to respond to disasters. In the past, present and future, along with the development of civil society and the democratization process, with the promotion of new governance model, with the improvement of human response of the risk of disasters, NGOs will play a more important role. We expect that, by straightening and summarizing out of the theory and practice of NGO participation in disaster relief, especially the introduction of a major disaster of the global NGOs involved in global disaster relief, more and more people can know the NGO, while it can also be able to promote China’s non-governmental organizations into a better and faster development.
